Children at risk for reading failure can be reliably identified even before kindergarten by assessing their emergent literacy skills. Research shows that it takes four times longer to intervene in 4th grade than in late kindergarten.
With early identification and prevention programs, the number of children who are placed in special education programs can be reduced by up to 70%. It costs twice as much to serve a student in special education as compared with general education.
